REGIONAL SECURITY SYSTEM

Training institute

The Socio-economic and political development of a country is contingent on the country’s ability to create and maintain stability. Maintenance of such stability is inextricably linked to the maintenance of law and order which can largely be achieved through the efficient efforts of Law Enforcement and security agencies.

Research regarding the dilemmas of the Law Enforcement Agencies of the RSS Member States has highlighted many similar problems that can be addressed through regional training. While the establishment of the Regional Security System Training Institute cannot solely extirpate all the challenges which inhibit the proper functioning of the Law Enforcement Agencies in the RSS Member States, it is certainly a step in the right direction with regard to the solutions for long-term restructuring of these Agencies, with a view to improving efficiency.

To this end, the RSS Training Institute was established in October 2011, with funding provided by the Government of Canada through the Department of Foreign Affairs and International Trade (DFAIT), to service the unique needs of the RSS Member States.

The establishment of the Institute has ushered in renewed vigour and ideas including, a reduction in the levels of disparity as it pertains to knowledge and skills, facilitation of regional cooperation on security issues, and importantly, a significant reduction in the total cost for training.

The Institute seeks to standardize training across RSS Member States resulting in a more structured response to the issues of crime, security and other threats to our region and ultimately affecting crime and instability in more meaningful ways.

The Institute comprises a Secretariat which is located at the RSS Headquarters. The Secretariat is headed by an Institute Manager. The RSS Director of Training provides supervisory control of the RSS TI.

The RSS TI is also supported by the following three Committees:

  • The Executive Committee provides strategic direction for the institute
  • The Practice Committee which has responsibility for establishing the policies, procedures and guidelines
  • The Education Committee has responsibility for developing, reviewing and assessing the training standards, developing quality assurance processes, reviewing the existing best practices and implementing the training.

 

INSTITUTE VISION AND MISSION

In executing its Mandate, the Institute is also guided by the RSS Corporate Plan 2010 – 2020, the Report of the Training Needs Assessment conducted in RSS Member States in 2009/2010, the ever-changing crime and security environment, and the expressed needs of RSS Member State Security Forces.

To this end, the Institute provides a wide range of Law Enforcement Training under the following thematic areas:

  • Jungle Navigation/Patrol and Survival
  • Internal Security and Crowd Management

LEADERSHIP DEVELOPMENT

The Institute caters to the training needs of all officers at the command level as this was identified as a critical need in the Training Needs Assessment conducted in 2009/2010. This includes specific training targeting officers at the junior Supervisory level, middle to senior-level commanders (Inspectors, Assistant Superintendents to Superintendents), senior leadership and senior strategic command (Assistant Commissioners, Deputy Commissioners and Commissioners).

The RSS Training Institute has also incorporated other law enforcement agencies including Customs, Immigration, Departments of Corrections and Fire in its leadership development Courses. It is therefore anticipated that this will result in the commonality of efforts, improved operability and the development of synergy between and among Law Enforcement agencies, thereby contributing to the collective security of the Region.
